The deficit for 2027 will be slightly lower than in the preliminary August version, but higher than in this year's budget. The first reading of the bill in the Sejm is scheduled for 8 October.

The Council of Ministers on Tuesday, 29 September 2026, adopted the final draft budget bill for 2027. It provides for state revenues of PLN 696.4 billion, expenditures of PLN 977.6 billion and a deficit of PLN 281.2 billion. According to data from the Ministry of Finance and Economy cited by PAP Biznes, this is PLN 1.4 billion less than in the preliminary draft of 28 August. That draft assumed a deficit of PLN 282.6 billion. In the 2026 budget, the deficit was planned at PLN 271.7 billion.

The draft assumes real GDP growth of 3 percent. In 2026, growth is estimated at 3.6 percent. Average annual inflation in 2027 is expected to amount to 2.8 percent. The deficit of the entire public finance sector, calculated according to EU methodology, is expected to reach 7.1 percent of GDP. Such a high level results largely from the accumulation of military equipment deliveries. State public debt is expected to amount to 55.09 percent of GDP, and the cost of servicing it to PLN 107 billion, or PLN 17 billion more than a year earlier.

The government is allocating PLN 198 billion to national defence, or 4.5 percent of GDP. This is less than in 2026, for which PLN 201 billion and 4.8 percent of GDP were planned. Healthcare is to receive PLN 274.1 billion, PLN 26.3 billion more than this year. This amount includes PLN 41.5 billion in subsidies for the National Health Fund (NFZ). As Finance Minister Andrzej Domański pointed out, the pillars of the budget are security, health and economic development, including the energy transition.

The Presidium of the Sejm adopted the schedule of work on the bill. The first reading is scheduled for Thursday, 8 October. The Public Finance Committee is to adopt its report on 20 November, the second reading is planned for 2 December, and the adoption of the bill for 4 December. The Senate is to pass its resolution by 28 December, and any Senate amendments will be considered by the Sejm on 15 January 2027.

The indicators adopted in the draft, namely inflation at 2.8 percent and GDP growth of 3 percent, are the government's reference point for companies planning costs and wages for 2027.
