From November 1, sole proprietorships can be registered only online
Municipal offices will stop accepting paper applications to set up a sole proprietorship. Anyone who wants to start a business from November 1, 2026 will need a trusted profile, a qualified signature, or an e-ID.
From Sunday, November 1, 2026, an application for entry into CEIDG (the Central Registration and Information on Business), that is, for the registration of a sole proprietorship, may be submitted only electronically. The paper CEIDG-1 form submitted at a municipal office is being discontinued. This is reported by the Biznes.gov.pl portal (opens in a new tab) and My Company Polska. The change results from the amendment to the CEIDG Act of March 13, 2026.
The application can be submitted on the Biznes.gov.pl portal, in the mObywatel app, or through the online banking services of selected banks that offer business registration. A trusted profile, a qualified signature, or an e-ID is required to sign the document. The application must include, among other things, the business name, the business address, PKD codes (the classification of types of activity), the business start date, and data for notifications to other institutions.
Registration remains free of charge. After a correct application is submitted, the entry appears in the register no later than the next business day, and the data is sent to the tax office, ZUS, and GUS without separate forms.
There is one exception to the new rule. Minors starting a business may still submit an application at a municipal office or send it by post.
The November change is the first stage. It applies only to applications for starting a business. Existing businesses may still submit paper applications for data changes, suspension, or resumption of business activity for the time being. The full transition of all CEIDG applications to electronic form is planned for November 1, 2028. According to inFakt and Wprost, the regulations affect a total of more than 2.6 million business owners registered in CEIDG and more than 400 thousand proxies.
People planning to start a business in the coming weeks should already check whether they have an active trusted profile or another electronic signature tool, and prepare their PKD codes and business address before filling out the application.
