Older CEIDG companies must have an e-Delivery address from October 1
The deadline passed on Thursday. The last days before it overloaded government services, but the ministries assure that there will be no financial penalties for being late.
From Thursday, October 1, 2026, the obligation to have an active e-Delivery address also applies to the last large group of entrepreneurs from the Central Registration and Information on Business (CEIDG). This concerns companies registered before January 1, 2025. By September 30, they had to obtain an entry in the Electronic Address Database (BAE) and activate the address. At the beginning of August, there were 4.6 million addresses in the database, and more than 100 million items had been sent through the system in total.
The influx of applications before the deadline overloaded the Biznes.gov.pl portal. On September 29 and 30, the Ministry of Development and Technology (MRiT) said in an announcement: “As a result of increased load, some functions may work more slowly, end with an error, or be temporarily unavailable.” Entrepreneurs reported messages about service unavailability and missing pages (503 and 404 errors), problems logging in via login.gov.pl, and missing codes confirming operations. The Ministry of Digital Affairs said that the Biznes.gov.pl and CEIDG layer had failed, not the e-Delivery system itself. Users were admitted in batches. The ministry also advised that during this time, sole proprietorships should be opened or suspended via the “Firma” service in the mObywatel app (in July it exceeded 10 million users).
Both ministries assured that the Act on Electronic Deliveries does not provide for a financial penalty for not having an address by the deadline. A company without an active address still receives letters from offices in paper form. The system is still being stabilized: Poczta Polska announced the unavailability of its e-Delivery service on Tuesday, October 6, from 4:00 to 6:00. By October 2029, all public entities, including local governments, courts, and bailiffs, are to correspond exclusively through this channel.
For a company, this means one practical change. A letter from the tax office, ZUS, or a court received at an e-Delivery address has the same legal effect as a registered letter with acknowledgment of receipt. After activating the address, it is therefore necessary to determine who in the company regularly checks the inbox.
